State of Emergency Ends in Georgia: Lifted and Remaining Restrictions
The government's administration has explained which restrictions were lifted after the end of the state of emergency and which remain in force.
Removed restrictions:
o The restriction on more than three people traveling by car has been removed (with the exception of travel by taxi).
o The curfew has been lifted.
o All types of economic activities are permitted, with the following exceptions:
✖ Serving customers on-site in restaurants, bars, cafes, and dining facilities of any type;
✖ Trade in clothing and footwear (such trade is permitted online)
✖ The operation of trade centers (shopping malls) and open-air markets (with the exception of open-air agrarian markets);
✖ Organizing and/or holding sporting, cultural, and recreational events;
✖ Sports and wellness procedures or activities;
✖ The operation of currency exchange booths.
o Public assemblies and demonstrations, as provided for by the Law of Georgia on Assemblies and Demonstrations, have become permissible.
o Conducting practical / laboratory work or holding examinations non-remotely in universities (in accordance with the recommendations issued by the Ministry of Healthcare) has become permissible.
o The age restriction on travel that applied to persons aged 70 and over has been lifted and retained as a recommendation.
o The prohibition on entering cemeteries has been lifted.
Restrictions remaining in force:
o The restriction on international passenger transportation (air, land, and sea) remains in force (charter flights are reserved for the repatriation of Georgian citizens).
o The restriction on public transportation, including travel by subway and cable car, as well as the transportation of passengers by rail, remains in force.
o The restriction on the transportation of passengers on municipal and intercity routes by bus and fixed-route taxi remains in force.
o Taxi drivers must wear face masks and it is only permissible to transport two passengers, who must occupy the rear seats of the vehicle.
o The obligation to place drivers who are Georgian citizens and are carrying out international freight transportation via land routes in self-isolation in spaces designed for self-isolation (TIR parking lots) and quarantine spaces remains in force.
o Schools and universities must continue the education process using various forms of remote teaching/communication.
o All types of training courses, conferences, and seminars must be held remotely.
o Holding cultural events is permitted only in a remote format.
o All types of mass sporting events remain restricted, including competitions and gathering for the purpose of learning/training, in enclosed, as well as open spaces; this also applies to all types of sport-related training courses, seminars, and/or conferences, with the exception of those held remotely.
o The gathering of more than 10 people that is related to social events (e.g., weddings, anniversaries, wakes, etc.) is restricted.
o All persons are obligated to wear face masks in enclosed public spaces.
o The following economic activities remain restricted:
✖ Serving customers on-site in restaurants, bars, cafes, and dining facilities of any type;
✖ Trade in clothing and footwear (such trade is permitted online)
✖ The operation of trade centers (shopping malls) and open-air markets (with the exception of open-air agrarian markets);
✖ Organizing and/or holding sporting, cultural, and recreational events;
✖ Sports and wellness procedures or activities;
✖ The operation of currency exchange booths.
o Economic activities (barring the exceptions) must be carried out remotely, which means working from home; work may be carried out at the workplace in case of critical necessity, though no more than 10 people may be admitted to the office.
o The operation of hotels and similar accommodation facilities is permitted exclusively for the purpose of arranging quarantine spaces.
o All types of economic activities must be carried out with due consideration for the specific features of the facility in question, while maintaining a social distance of no less than two meters and wearing face masks, in accordance with the recommendations issued by the Ministry of Healthcare.
o The villages of Mushevani and Geta in Bolnisi Municipality and Tetritskaro Municipality remain quarantine zones.
